1) LED on above "A" = automatic mode

2) LED on above the sideways "U" icon = recirc inside air on continuously.

3) Both LEDs off = recirc always off

If you have the "air quality system", it depends on what the outside air sensor measures. If it sees a high level of polution, it will switch to recirculation, briefly letting in outside air every now and then. If polution lowers, it will switch to outside air.

Not sure in case you don't have the sensor... On 147 f.i., it would depend on speed etc. At lower speed, in auto mode, recirc would switch off outside air to block potential exhaust gasses, opening briefly every now-and-then to allow outside air in. As speed increased, would switch to outside air.
Probably more or less similar on giulia, just a guess though.
