Guys what's the black valve bottom right of the plenum for?

Its where the breather from the rear bank cam cover connects to.

What if it's blocked? When I sent my plenum in for blasting it rattled when it came back it didn't ???

That doesn't sound very good. I would replace it, or at least clean it out. Preferably replace.

You need to wash your plenum really well, and then wash it again and again and again until you are absolutely sure there is no blast media still inside. The water that comes out needs to be clean enough to drink!
