I have a strange problem with my Alfa 147 JTD. It is with ignition system. When it is running, I turn the key into stop position the instrumental panel shuts off (all the lights and rev counter-which is normal) But, the engine runs about 5-20 seconds even I pull the key. What can be the problem?

afaik thats a sign of soot build up in the engine/head or that your ca ris using oil & this oil keeps the engine running for a while.

If it is 1st option, how can I clean the soot?

For the 2nd option, indeed the car gives HIGH OIL message in km-teller. But it is really weird that, the engine does not kill.

is that oil usage message?

if option 1. i'd try putting 5l of PETROL into the tank & then FILL to the brim with diesel, should help burn off the soot.

A diesel engine will continue to run with the ignition on because there is nothing to tell it to stop, apart from the ECU cuting the fuel.

If you have a significant oil leak in the inlet (which includes the turbo) or cylinder then the car will use the engine oil as fuel.

So the likely suspects are, valve stem seals, piston rings, head gasket, turbo bearing seal or cracked head, a heavy breather can also cause this but is unlikely.

There is no oil smoke, smell or any usage as far as I observed. My thinking is if the engine is not sealing, oil will be drained to empty while i am driving also.

The ignition switch is very dodgy. (seems like someone tampered it). I will make the engine fault code to be read by the specialist.
