with the ignition turned on with dash lights on (no engine running)
if the car sits like this for a while you cannot then turn the engine on unless you turn the ignition off completely and turn it back on and then start the engine

is this a fault or saefty feature to stop kids etc starting the engine?

I would not think it is a fault. When you insert the keys in a car and turn to the first position, the car does some self checks (dials move etc) and then the intention is to start it. If you then leave the keys at the first position and do not start you have changed the programmed start sequence. So the system would quite rightly go back to the start after `sitting like this` for a while. Modern cars have a lot of systems and checks which are for user safety as well as correct perfrmance of the car.

AFAIK it's also a power-saving feature- systems needed for running the engine are
de-activated after a time to save the battery.

I presume this is the case as it's necessary to have the ignition on to use the 12V power
sockets in the interior or boot (e.g. for vacuum cleaning) This is mildly annoying but can
be understood on safety grounds.

However, the radio does work without needing the ignition on!
