i have just striped to check my cam belt for the rattle/vibration i am getting when i see the belt was a little loose then i see the little thing i painted yellow is so easy to move is this right
the center bolt is tight it had a new cam belt & waterpump just before i bought it

Doesn't look tight enough. Make sure the nut is also tight on it.

I mean the tension on the belt.

Timing belt tensioner nut 24-29 Nm 18-21 lb.ft

Adjust the timing belt tensioner, reducing the tension until the indicator points at the little hole in the base of the tensioner.

Is the thing you've painted yellow just part of the pressed steel tensioner mount? If so, it should not move at all. If you look at your second pic, there is a little nut hiding behind the belt, this locks the tensioner along the slot once you set the tension correctly (got the little pointer pointing at the mark).

If the thing you've painted yellow is actually the pointer itself, then this will move as it a sprung tensioner.
