Try unplugging the fan first, it's in the passenger footwell. If the fuse then holds, you need a new fan. They are not expensive 2nd hand and easy to fit.
It's JUST possible that the fan has seized and so causing the fuse to blow. If this is the case a bit of time spent cleaning and lubricating it may get you going again.
Yes, it should just be a case of removing 1 holding screw on the flange of the fan and then turn the whole fan anti-clockwise about an inch until it falls free.
