I'm starting to put the engine bay back together after I got carried away sandblasting, rubbing down and Hammerite'ing after a radiator change.

In the process, I rubbed down and Hammerite'd the coil retainer plate.

Before I put back the cam cover with its new gasket, does anyone know if the coil plate/bracket is an earth? If so, I'll strip it back to bare metal again before putting everything back.

Yes theres an earth that locates at the thermostat end of the engine on the plate.

Cleaning that area should be enough I would have thought

Depends if it's alloy topped or not, alloy top doesn't need an extra ground wire.
