Why is the return hole to the fuel tank on the right hand carb pipe line much smaller than the other holes?

Is this to maintain a good pressure? I thought a good flow throughout the system would be better.

fuel going into the carb has to get past the float needle valve, if the return pipe outlet was as big as the inlet then fuel would take the easier route, back to the tank

Thought it was something like that.

I guess it's just the right size pinhole to maintain a pressure of up to 4 psi with the mechanical pump.
