A couple of Giulietta owners seem to have had the same issue - https://www.alfaowner.com/threads/no-heating-in-the-cabin.523514/ and https://www.alfaowner.com/threads/no-heat-from-aircon-heater-but-fan-works.1173787/

On the first thread it seemed to suggest a sensor issue in the rear view mirror housing - I don't think there's one in the internal mirror, so that must mean a wing mirror which is the external temperature sensor (I believe it's in the bottom of the mirror), but who knows if that's accurate (or the issue in your case).

If it was fine before the crash and not working after the repair and the repair was covered by insurance then maybe something to raise with the repairer/insurance (as it sounds like either the crash broke it or maybe even the repair caused the issue). Did the crash affect the left hand wing mirror at all?
