What Bianco said - how much horses are you after? and what is "not breaking the bank"? as the answer to these questions are subjective to the person asking the question.

The least one should do to feel any difference other than the psychosomatic effect that is feels faster because you worked on it... is:
1a. remove the cat(s)
1b and while busy put in free flow exhaust - it does not need to be loud to be free-flow (leave the manifold (unless is has cats in))
2. Air intake work - high flow replacement at the least. See if you can get rid of resonators

That is the cheap stuff that will not release much horses. AFTER the above do:
3. Cams - inlet at least
4. Remap / piggy back system

#3 can be left out if "bank" does not allow

What are you prepared to do as well?
I will start by recondition and balance the bottom end.
While you are doing that remove the balancers and blank off the oil feeds to them.
On a old motor this will immediately give you a lot more power.
