Help Laptop Charging Fault

Anyone able to help? My laptop only charges intermittently - usually only for 30 mins or so every morning and then stops. The battery only gets to half charge.
At first I thought it was the DC jack but if it regularly charges for a while I would think that it might not be at fault. The charging cable is OK and has constant voltage so before I take it to a shop I want to know roughly what could be at fault so I don't et ripped off!

Check your energy management settings - some laptops have the option to limit battery charge to 50% to prolong battery life.

Its a 2 year old HP - might be partly down to the charging socket and no settings have been changed. Confused!

It's an option on m Lenovo S205 netbook - I assume (perhaps wrongly!) that other products have the same feature.
