I think, from memory, it's because an animated gif is made up of multiple frames which are images in their own right. Your PC may only be reporting the file size of the first frame (4.4kb) but if there are e.g. 5 frames, the actual file size is something more like 22kb.

Is it an animated smilie you are trying to upload?

It used to be the case that this warning was displayed if the dimensions of the image exceed the limits
