Some of these ideas that they have are worthwhile ,its the fact that they pass laws that are difficult and costly to enforce so they load them with ridiculous penalties.
Not leaving engines idling does save money,thats why economy focused cars as mentioned earlier switch off at junctions.Try leaving your engine running in Switzerland and someone tells you straight away, don't know if there's a law there but they sure don't like it.For needless engine running coach drivers are the worst culprits I reckon.
Sounding of horns is more often an act of rudeness or temper than a warning to prevent an accident, the horn is sounded long after the incident is over. As for taxi drivers sounding their horn to tell you they are outside,that's just plain ignorant. So, yeah fine the noisey gets $300,a good idea.
