Tensioning a 2.0TS Cambelt

Before I start the Cambelt on a 2.0TS CF2, im reading the Alfa workshop manual for the 2.0L, this snapshot of the tensioning procedure is confusing me.

If i have read it correctly it is stating that you tension the belt to the max and then tighten everything up, turn the engine over twice and then set the belt tension...

but surely that would put everything out of time? If the belt is over tensioned and then everything its turned, and then the correct belt tension is set you will have to re-time everything and there are no guarantees the engine will even turn over at max belt tension.

On my V6 when I did the belt on that, I set the belt tension, turned it over a few times and then checked the tensioner indicator position, can I just do the same on the Twin spark Engine?

Fit the cam locks, slacken the pulleys at the top to allow some movement.

Make sure that the engine is at TDC by using the DTI and double checking that the mark on the lower pulley lines up with the mark on the lower cover.

Tension the belt, without moving the bottom pulley and then tighten the top two. The fact that the pulleys are loose allows the tension to spread around the belt withour anything moving.

It should then be correct. If you turn the engine over twice by hand it should all line back up. The locks should fit on the cams when the engine is back at TDC and the tensioner pointer should be in the middle of the hole in the backplate.

If you are trying to do the job without the cam locks and without undoing the pulleys at the top you will never get it right.
