First, check for leaks and fluid level. Maybe you have a leak and your pump is working almost dry. Than have the pump checked. In many cars you can hear the power steering working, as the fluid flowing in pipes. Very slight whissss sound is normal. If the noise is whining under throttle, the aux belt might be the cause as it might be slipping a little. Can you hear the noise when you switch on the air-con? It is on the aux belt as well and puts similar load on it when working. Have the belt checked, maybe its tensioner is failing.
