cam belt tensioner help

i really cannot seem to work out how this works, I cam tension the belt by sliding the whole unit and then bolting it in place but what is the significance of the spring and pointer, how do you get these to line up. The pointer moves ok on the spring when I push it with my fingers but should it line up with the little hole on the bracket when clamped in place.? If so how?

you need to apply the pressure at the point shown you should see the pointer rise up to the hole,,it can be quite hard to push it without the proper tool but it is still possible with a screwdriver or a also need to lock off the nut once its there or it will loose it tension.
