Help Slow running

My JTS most of the time is no problem , there are a couple of issues that are slowley driving me potty,
Engine surges at small throttle openings, electronics have all been reset and that cured the problem for a couple of hundred miles,back again now with the extra gimmick that when the engine is hot,it dislikes shuting down below 1300 rpm,concentrates the mind when approaching the back of a line of traffic
My engine has whined since I bought it,advised that it was the belts and " They all do it" do they? If so why does the whine disappear as the revs rise and reappear as they drop?

I may be wrong, but did the early JTS engines suffer head and cam timing problems leading to all sort of running and power loss issues?

Yes full Alfa history,all as it should be ,belts etc done at last service,3rd time!!
