2.0 T S 16v series 1 in 916s Spider

To sort out this UK 1995/6 engine, I need to read the OBD 3 pin. I have cabled up to an ELM437 but nowhere can I find software, hardware or the protocol to give readings successfully. The engine has failed MOT on very irregular high emissions, has a lumpy idle when cold with timing issues thrown in, all after some 5 years standing idle.

Know of a suitable OBD reader or have you had the same troubles? Can anyone assist, please?

No idea what a ELM437 is.
Perhaps there is confusion with an ELM327. In any case, the multiplex connector is incorrect. For the older car, a KKL connector is needed which in your case needs to be connected to the pre-EOBD DL16, Fiat connector.

For the platform, probably no Self Monitoring And Reporting Technology phones or tablets will work and what is likely needed is an older or more flexible laptop which has USB connectivity. You will also need to reconfigure the port settings and reduce the latency setting to a minimum e.g.1.

For software, you will need Multi Ecu Scan.
Multiecuscan - Diagnostics software for Italian cars
You can download a free copy to get started which is a good program. You will need this as your car is pre EOBD (already stated) so no EOBD software works on cars which have the management fault light depicted as a red spraying injector.

As for an idle and emissions issue, have a look here;

Although the early GTV engine is a CF1 and the wiring and ECU location is inside the car, the fundamentals are the same. Be very critical of all earth connections and even more so of the main positive connections as they normally suffer more. Your car is now 25 years old and degradation of wiring connectors is inevitable and overlooked.

Many thanks for the help and advice - and sorry for my "fat finger" typo on the ELM!
