I used to run the AROC east anglia section (now no longer an AROC member), your right it is damn hard running a section in east anglia, be it AROC or AO or anything else, probably harder for AO, as I'm guessing there would be no financial support from the mother ship.
But the main problem I found was for a few reasons:
The area covered is HUGE, covered by a crap road network, so getting regular or irregular meets at any location was difficult, but anything geographically central is in the middle of no where, are probably on the a140 or a14. Meetings at Perimeter locations were always poorly attended.
Unless a event is linked to a car show, commitment to attend or stump up the cash for an event, meant lots of interest, but then leading to many drop outs.
Other members readily offer ideas, or criticism, but rarely offer assistance or help.
Just my experience, but might be valid.
