How to stop lacquer peel?

The front bumper on my 156 SW had a fairly serious dose of lacquer peel. I've just had a go at repairing this by local wet sanding, then primer, base and lacquer from spray cans (U-POL). I'm now leaving it to harden up and if subsequent T-cutting blends it in to the old paint I think it will look acceptable – on a twelve year old car. But what then? Clearly the remaining old lacquer will find new places to peel from. Has anyone tried applying a thick layer of lacquer to the whole bumper to help prevent this? Did it work; and how should I prep the old, and not so old lacquer? Your thoughts appreciated.
