Paint codes by VIN number or number plate?

Is there a way to find out the paint code if the boot sticker is missing? Alternatively, is it possible to tell Nero Oceano from a different kind of black from a photo? Tree branch fell on my bonnet and trying to find a replacement in the right colour to keep costs down

That might work in the States, but I doubt its any use in UK.
