I have no idea. I would like to know that too. I do know that the first time they did it i got loads of abuse for daring to go over to them and complain.

When i say its half the street, its actually a small street and from what i can gather 3-4 households take part in it. The rest just grin and bare it.

According to my neighbour the council tried to stop it a while back and got nowhere, so instead they gave in and allowed them to do it with certain conditions that they apparently ignore.
