Is the definition as simple as:
If the owner of the property has not given permission, then it's vandalism?

Or does the art require lack of permission to have meaning?

Or did you mean that it's all about intention?

I think it's down to intention. (Although for that intention to come across the artists skill level has to be high) Banksy sets out to create a piece that is artistically strong and (more often than not) states a message, a point about our society.

A pimply teen writing his name (normally spelt wrong) on an underpass wall is not art.

Nope - I was born that way.

In my opinion graffiti is vandalism unless authorised regardless of the artist involved. Sure, Banksy's work tops the list as being both first class and subversive, but if he doesnt have permission then it is still vandalism. Of course, as celebs are paying silly amounts for his work and he's regarded as a mini celeb himself, he can get away with it.
