I believe it comes from the standpoint that Web access is a privelage not a right. Saying that most small to medium size businesses may only have a small internet connection and with AV updates, OS updates, Email and other Business critical apps using it surfing the web can have a large overhead.
I'm looking at switching off web access for all those who don't need it to do their job, BUT, setting aside an area of the business as a internet cafe so on breaks and lunchtime they have unmonitored use of a dedicated connection which doesn't affect business critical internet use.
I've done this before at other SME companies I've worked for and it goes down very well with staff as they can also get away from their desks to eat and switch off for a while.
