Yep your probably right, but I have seen them on plane wings so they must do something, right ?
Clever person who came up with this one might be total rubbish, but I bet they sell well. As pointed out just the right little add on for some.

They are present on an aircraft because it improves the airflow off the wings edge reducing drag and increasing lift. Winglets are more practical than increasing the wing span further. Meanwhile reducing the wake vortex component of the aircraft.
If you look at the design of the new 787 and the 747-800 the wing has been blended into the winglet and is therefore more aerodynamically efficient.
what it does for a car howver i dont know unless it is to make you look like a fool
