As a public sector employee this sort of rubbish doesn't surprise me in the slightest. I work in a world where instead of buying bic pens that last for months and cost maybe 12p, you buy 4p pens that last 3 days before hitting the bin. You save 8p on every pen you buy but use ten times as many pens.
A true tale from an acquaintance in another department which shall remain nameless: Need an answering machine? Fancy one out of the Argos catalogue? No chance. In the old days you would have shelled out £15 on one and done a miscellaneous expenses claim. It took weeks to get your wedge back and was a total ball-ache but it got the job done. Not any more. All IT and telephony kit has to come from the telephony supplier. You don't buy it, you rent it from them. Thus the £15 machine from Argos arrives in a shiny box and is professionally installed by an IT technician (much like a normal person but with a corporate polo shirt and dubious facial hair I believe). You then pay £5 a month for said £15 answering machine for five ****ing years or more.
