Spider Rear Axle Rebound Straps

Does anyone know if the rebound straps come under the MoT?
I have only just bought the Spider and today was my first chance to check the brakes and noticed the rebound straps were damaged. They are made up of three indivual straps on each side and the outer strap has broken on both sides.
I need to replace the rear brake pads so I hopefully can get some new straps at the same time.
