That was my initial thought. So what if he
believed it or not... it's either a case of it was or wasn't. There's no belief system involved. I wonder how many poor saps pay these types of fines.

In this particular instance it looks as if it's a ticket from a council run warden, and your rights are limited. However, if it's a privately run car-park you can quite legally tell them to f-off. It's got something to do with contract law, and the fine is disproportionate to the amount of lost revenue or something.
