High speed runs

Following my dismal thread on how much faster peole deem it ok to exceed the legal limit by, I wondered how many people would pay to use a "closed" section of road for legal high speed runs.

The one that springs to mind is the M6 toll road, would you pay extra to use it, closed to normal traffic, as a legal way to drive quicker than we are allowed.
So you turn up, show your documents, pay a fee, perhaps a deposit or insurance to cover damage / accidents etc. and use the road in say classes upto 110mph 130mph 140+ with all traffic at similar speeds it would be a safe way to use the cars true potential, and possibly reduce speed related accidents on our roads by giving people legal outlets for that "Need for Speed"

So is it a good idea, and how much extra would you pay to go fast safely?
