do i need to do the bottom end after fitting new head gasket

My wife alfa had been loosing water through the engine about 6 months ago, rightly or wrongly i was advised to save up some cash for the head gasket to be done and in the mean time pop in some Kseal.

Obviously this was only a temp fix and now the car is in the garage for the head sorting.

Before the car went in it was running pretty smooth other than the slight judder on idle ( which i put down to minor amounts of water being pulled through the head.

I explained the issues with the garage and they have stripped the head, they are now coming back to me saying that they think the bottom end needs doing as they cannot guarantee the car will run right when re built. i've asked how they would know about the bottom end as there was no tell tale smoke or knocking and the engine has only done about 40000k.
They replied was that they didn't know if it needed a bottom end but were reluctant to rebuild the head as the water may have got down through the piston.

I'm now stuck with a car with head stripped, reluctant garage willing to continue and if I pay for the head strip and take the car back I owe them 120. They've said they'll waive the costs if they take the car as scrap, but I feel like i'm being strung along as the wheels are worth 200 alone.

advise on this would be great.
