No diesel will do anywhere near it's MPG in a test drive scenario, especially mixed in with lots of town driving. You really need to sit and cruise at a constant speed for a long time - my old BMW would run quite happily @ motorway cruising speeds at 40+ (for an old 530d auto this is good). But put it around town for too long and the number would rapidly drop to around 30..
basically change of throttle and speed is very bad for economy, constant revs are good. If you want to see what your ultimate economy is drive a few hundred miles on a quiet motorway rat say 70mph resetting the counter before you start...
