156 overheating and no heater in these freezing temperatures

Hi.....over the last fews weeks when the temperature has been around -7 to -8 my 156 engine has been overheating and there is no heat coming from the blower in the cab. When the outside temp rises to around freezing everything goes back to normal!! Is this a thermostat problem??
