What does 'classifieds disabled' actually mean???

Most of the people selling cars in the classified section are new members with a post count in single figures??

It is set up ready for our new classifieds section. (Its only taken us two years almost)

I've seen people start threads in classifieds and it still says classifieds disabled under their name's also..
