whining noise on135 MA

Constant whine from the front offside all the time when driving but as soon as you touch the brakes the noise stops and starts again as soon as you lift off the brake.Been to the dealer and he says it is just dirt and wants £150.00 to clean the brakes and wheels but the car is only 1 year old and 10000 miles.The noise is that bad its a head turner,any ideas if the dealer is right
