If you mean should the pads slide freely in the carriers, the answer is yes.
I assume they are aftermarket pads. A lot of aftermarket suppliers use backplates which are not made from OE drawings, which means that they may be tight in the caliper, added to which excessive paint on the edges can make them too tight. They should slide freely but not rattle - let the anti-rattle springs do their job!
Looking at your photo one of the pads does appear to have a spigot on the backplate. That should be on the piston side - the purpose of the spigot is to stop the piston rotating & thus ensure that the automatic handbrake adjuster works properly & can't wind back under the force applied to the piston.
