Check that the radiator has no air in it.
If the fan comes on, it suggests that the rad' is full of water, not air.. but check anyway. Air in the rad' will stop coolant flowing through it.
Check the thermostat opens. You can watch the temp gauge. As it reaches 87C the stat will open and the temp will drop slightly as cool water from the radiator enters the block. Or you can take the 'stat out and dangle it in a pan of hot water and watch it to see if it opens at 88C using a thermometer.
If your head gasket is okay, and the rad' is new, then you COULD have a blocked channel in the block. Run some of that Radiator Flush stuff through the engine and see if anything comes out. Take th ehoses off and blast water into the cooling system using a hose pipe. Give it a goo enema, basically.
If none of that works then your water pump is shagged. I don't know how your fella "checked" the pump but if he didn't take it off to look at it, then I don't know how he can tell. Some GTV pumps have a plastic impeller and they're rather feeble.. a metal one is better but by no means indestructible either.
