Definitely get them checked after a few years but like the others, I wouldn't rush out and do it every 3 years. Mine are 5yrs old now (changing them in a month or 2) and I had my Alfa specialist give the car a once over about 8 months ago to see how the belts and pulleys/tensioner were holding up. He said they looked absolutely fine and he couldn't in good conscience tell me to get them changed just yet (I wanted to know if they needed doing urgently). Obviously, if another component in the belt system is faulty, it will increase wear on other items (i.e the belt) but generally speaking, there's no way a belt should genuinely need changing every 3 years unless you live in an area with an insanely harsh climate and even then they should still last.
