No that is not normal. Your low beam lights are the outboard lamps, and the high beam lamps are the inboard lamps. Only the 2 outboard lamps should light in low beam mode, however all 4 should light up in high beam mode.
If it really is the other way around then it sounds as though someone has got the bulb connections switched inside the headlamp units. Both low beam and high beam are HB3 9005 bulbs and therefore the same, so the connectors can become switched if both bulbs are removed at the same time.
Oops, may have got this wrong. In the states their law requires that low beam be the outboard lamp, but this is not the case in europe.
