If the 'stat is stuck open then the top hose of the radiator will start to get warm as soon as the engine starts to warm up, as there's nothing stopping warm (cf hot) water being sent to the rad'. Normally the top hose stays cool (though never completely cold, as the 'stat doesn't make a water-tight seal) until the 'stat opens.
But driving along the temp should be around 80C on the T/S I think.. 60/70 is too low so that's a sure sign the 'stat is tired out. Anything older than 4 years old would be suspect.
Dunno about the IA... but are you sure it's that? A dodgy Lambada sensor would give a lumpy idle too (look for a lot of soot at the exhaust tip).
