I doubt it's water in the cable.. more likely a link has got wet. There's only three points of contact between cable and the outside world:
a) the pedal hinge (stick some grease in there and work it in)
b) Where the cable inner emerges from the sheath, at the inlet end (grease and work it in)
c) Any wheels or pulleys that the cable passes over or rotate as the throttle is applied (grease the hubs and shafts and make sure it all moves freely).
My money is on the pedal hinge - nothing to do with the water splash.. just coincidence.
