Speedometer failing/not accurate

My speedometer after a while doesn't give me a good reading, It usually sticks below 40 km/h while I'm going around 50-80 km/h.
It moves a bit up and down but that's it.
It works fine for a few minutes (sometimes not, it breaks right after start up) and then it's like that until I restart the car.

I've read about it and a lot of people mention it's the ABS.
My back left(or right don't remember but it's one of the back wheels for sure) ABS sensor doesn't work, it's removed ATM as I'm looking for a replacement (no luck so far no one has it here)

Is it one of the ABS sensors or what?
