Sounds like the heater core has sprung a leak. First thing to say is don't drive the car with low water as it will be very susceptable to a blown head gasket which will add a huge amount to the cost of repair.
After the same symptoms I had my heater core changed last year at a cost of £310.
4.5 hours labour and £94 for the core (+ vat). It's quite a pain as a large part of the dash has to come out. Some places insist on removing the whole dash, which almost doubles labour time. If you're anywhere near Milton Keynes, I can tell you who did mine.
