To measure the voltage you should use the DC voltage setting of the Voltmeter.
Set the range to the range just above 12V. Probably 20V
You say your TS had two fans, so it must be the attached wiring diagram that is valid for your car.
The two fans share the same circuit so if the relays engage as you assume then I would say it is something common for the fans that is broken.
The first thing I would check is if the 50A fuse (G254) is ok.
If the fuse is ok then I would measure the voltage at the red going to both fans. Measure the voltage from the red wire to ground (chassis)
If 12V is present at the red wire, then measure the voltage at the brown wire that goes from the fans to the resistors.
If you measure 12V at the brown wire, when the fans should be activated, then either the resistors or the slow speed relay (I99a) is broken.
To see if it is the relay or the resistor that is broken, measure the voltage at the white wire.
If you measure 12 V at the white wire, when the fans should be activated, then the relay is broken or the 12V to the relay coil are missing or the ECU don't engage the relay.
