If the brakes are so poor, it's unlikely to be the pads.
The MOT man said that the brakes were weak all round, so that would preclude a caliper problem (tends to be just the rears that go feeble).
I'd look at the servo. If you start you car with the brakes on, does the pedal drop a bit when you start the engine? It should do, as the vacuum is created. If it doesn't, or it's barely perceptible, then the servo may be crook.
If you hold the brakes on hard (while stationery) and the pedal slowly eases to the bulkhead, then the master cylinder is shot.
