The thermostat would react to the coolant (ie water) temperature, not the oil temperature. If it's your water temp, it's too high for sure, but then it would rise in heavy (stop and go) traffic. The fan should definitely cut in sooner, somewhere around the 90-95ish mark? But it could all just be your temp gauge that's being a bit optimistic.
I'm not up to date on the 24V V6s, so not sure if the cooling fan is commanded by the ECU or by it's own temp switch in the radiator. I'd guess ECU though.
Someone else will surely come along who can help you out better.
BTW, petrol smell is not normal, it means you've got a leak somewhere. I'd strongly suggest you find it before your car burns (worst case scenario)
