What is this underneath my car?

My friend took this picture today because he said the exhaust looked very dodgy.
It is hanging a bit low and looks bent, do you think I should replace it asap, or is it just cosmetic?
Also, does anyone know what the yellow stuff stuck on is?

It is certainly hanging too low and won't last very long as it will get ripped off by a speed bump. If you can lift it by hand it would mean one of the hangers has Broken or slipped off which is a cheap fix. As a minimum you can clamp a universal hanger to the subframe and this will set you back about 4.00

All gtvs have a round drainage area under the boot. Yours has obviously rusted through and been "fixed" with a healthy dollop of filler!

Yup, as explained above.

Your exhaust looks knackered, and the drainage hole looks to be filled with something else entirely - likely filler

I'm curious now. What would be the result of this drainage hole being blocked. Is it only a drainage hole for the area that houses the fuel tank?

It's the drain at the bottom of the boot.. but that looks like expanding foam rather than filler. The "plug" is usually a metal disc, pressed in and held with tabs. Just drill a few small holes through it (from the inside of the boot out so that you can be sure not to be drilling into anything....) and paint over the foam you can see under the car with some underseal etc. It'll go grey to match the rest of the floor fairly quickly...
