Ah... I can see a genuine part sale coming up.
The little flaps have lugs in them that snap-fit into holes in the rotating sleeve.
The rotating sleeve (the bit you want to get out) has lugs at the base that click over a ridge in the hole they fit in to.
If you could get a midget inside the dask he could pinch the ends of the sleeve so that it clears the ridge and out it would come.
From your side of the dash you have to try and get enough leverage on the sleeve to make the lug deform over the ridge just through pressure. A micriscopically thin screwdriver would be my weapon of choice though you have to make sure it doesn't gouge up the plastic sleeve.
On my old 33 I had good results by just sticking my fingers in the sleeve and trying to pull it out (you need sticky fingers to get the most purchase). That's much easier if you remove the flaps first (you can get a better grip on the sleeve).
The flaps inevitably become slightly brittle with age (and UV) so may just crack when you try to remove them but from memory the sleeve is quite rubbery so can take a fair bit of abuse.
