I think you have solved your own problem here.
I used to have the same noise on my honda prelude. the seat belt reel
has a ball bearing type assembly in it (amongst all the pyrotecnic bits)
which slides forward to "lock" the belt when any sudden movements are made (heavy breaking, cornering, leaning forward too quick).
the noise is probably ball sliding in its holder. You Can not fix it with out destroying the reel, leave well alone because if you set of the explosive pretensioner by accident a cap can fly off and cause serious injury. I cured the noise by buying a second hand belt.
just for a laugh i dropped the old one on to the floor to set off the pretensioner (and to make it safe to throw in the trash )there was a loud enough bang to make my ears ring for at least 30 minutes
