I don't think so if you have it as part of a decent system. The problem the cat causes is that the engine can't get rid of the exhaust gases as efficiently as a decat'd car, I think the idea is to build a system that achieves a healthy balance of good back pressure and good removal of waste gases.
It's like if you had a cat installed in your throat and every breath you take you can't expel as much of the carbon dioxide as you could before because the cat won't let it out till it's converted it to something environmentally friendly.
A cat basically turns your car into an asthmatic, it can't breath easily at high performance.
