You're right about the Torque wrench. You don't NEED one but it's the only way you'll be certain about over or under-tightening it. Your machanic should have one.
Dowty seal looks like a washer that fits under the sump plug. It's soft so helps make an oil-tight seal. Buy one when you buy the filter.
The plug wire is not standard practice on a road car. Basically you drill a tint hole in the body of a nut or fastener so that you can pass a thin wire through it. The wire then gets "tied" to an immvable object, so that the fastener can't rotate past a certain point, if it starts to vibrate loose.
If you use the correct torque, you don't need to lock-wire the sump plug.
For oil, buy a 5ltr can of Selenia from your neighbourhood (county?) dealer. You'll have some left to do top-ups in between services. The T/S engine does use oil, so check it every week, or fortnightly and keep the level at "Max".
